This research anchors that finding in primary data. We interviewed fifty-three CTOs, VPs of Engineering, and Chief AI Officers across US enterprises between January and March 2026. The sample skews toward companies with more than $500M in revenue and engineering organizations of 200 or more. To gather accurate enterprise AI statistics, our sample size was 53 senior technical leaders across US enterprises.
Selection criteria: CTO, VP of Engineering, or Chief AI Officer at a US-headquartered enterprise with annual revenue above $500M and at least one funded AI agent initiative in 2025 or 2026. Verticals included Fintech (14 respondents), SaaS (12), Cross-Vertical (9), AdTech (6), Martech (5), RegTech (4), and Proptech (3). SportsTech was not represented in the final sample.
Date range: structured interviews conducted between January 8 and March 22, 2026.
Methodology: 60-minute semi-structured interviews under non-attribution. Quantitative responses captured against a fixed instrument to compile this definitive agentic AI market research. Qualitative responses coded by two independent reviewers, with disagreement adjudicated by a third reviewer. Aggregate findings were reported only where five or more respondents discussed the same dimension.
Limitations: the sample is enterprise-only and US-only. Findings do not extend to mid-market companies under $500M revenue, public sector deployments, or international markets. Self-selection bias is present, since respondents who agreed to participate in this CTO AI survey are more likely to have an active opinion on AI agent adoption than the median CTO.

Forty-one per cent of those funded projects reached production, defined as serving real users or processing real decisions in a non-pilot environment. The remaining 42% were either in pilot, paused, or under governance review at the time of the interview.
Looking closely at AI deployment rates, the 42-point gap between funding and production is the largest such gap in enterprise software in the past decade. Comparable gaps for cloud migration, SaaS adoption, and mobile-first initiatives in earlier eras topped out around 20 points. Something different is happening with agentic AI, and the something is governance, not technology. This highlights the severe digital transformation challenges companies face regarding AI adoption enterprise-wide.
Thirty-one of fifty-three CTOs (58%) named governance as the primary blocker on at least one of their AI agent projects in 2026, up from 23% in 2025 (source: Codiste CTO Survey, 2026). For many leaders, this served as a massive ai governance wake-up call, as governance overtook model performance, integration complexity, and talent availability as the top blocker.
Governance in this context is not about policy documents. It is the operational question of who reviews an autonomous decision, on what timeline, with what tools, and what happens when the reviewer is wrong. CTOs reported that their boards approved AI initiatives in 2024 without anyone asking who would be accountable for an outcome the system produced. By 2026, the question was unavoidable, forcing a shift in how they view their ai maturity model.
The pattern that ships look the same across verticals. A named accountable executive (typically the Chief AI Officer or General Counsel). A documented escalation pathway that includes humans at decision thresholds. An audit infrastructure that produces a decision trace for any individual outcome within ten minutes. A change management process that treats prompt changes as code changes. CTOs whose organizations had all four proved their enterprise ai readiness and shipped at twice the rate of those who had three or fewer.
Thirty-eight per cent of Fintech AI agent projects stalled on the question of which US regulator owned an autonomous financial decision (source: Codiste CTO Survey, 2026). The dispute typically lived between internal compliance, internal legal, and external counsel, with the SEC, FINRA, and state regulators each potentially in scope.
The pattern was clearest at firms operating across both broker-dealer and adviser frameworks. An AI agent making suitability assessments could be governed under FINRA Rule 2111 (suitability) or SEC fiduciary obligations, depending on framing, and the framing was the entire dispute. CTOs reported six- to eight-month delays while internal counsel and external counsel converged on a position.
Fintechs that resolved the dispute earliest had embedded compliance in the build team from week one. Fintechs that stalled the longest had a compliance review built in at the end. The pattern repeats elsewhere in the data, but the cost is highest in Fintech because the regulators are most active.
Sixty-seven per cent of US enterprises in the sample chose custom-built agent frameworks over commercial platforms for their highest-priority deployments in 2026, up from 51% in 2025 (source: Codiste CTO Survey, 2026). The shift surprised analysts and leaders in business intelligence consulting who had predicted commercial platform consolidation.
CTOs cited three reasons. First, the decision logic was the product, and platform-bound decision logic was strategically untenable. Second, vendor lock-in concerns from earlier cloud and SaaS cycles made enterprises wary of repeating the pattern with AI. Third, the maturation of open-source frameworks like LangChain, CrewAI, and AutoGen made the build-versus-buy math closer than it had been twelve months earlier, allowing internal teams to leverage their own AI organizational knowledge.
The build trend does not extend to runtime infrastructure. Most enterprises (72%) used commercial model APIs from OpenAI, Anthropic, or Google rather than self-hosting. The custom build is the agent layer above the model, not the model itself.
As teams explored more complex AI agent use cases in 2026, the median time from project funding to production deployment for enterprise AI agents reached 11.4 months in 2026, up from 7.8 months in 2025 (source: Codiste CTO Survey, 2026). Faster funding cycles and slower deployment cycles compounded into a widening gap.
The increase is governance-driven. CTOs reported that the technical build phase shortened slightly year-over-year as frameworks matured, while the governance, compliance, and audit infrastructure phases lengthened substantially. The median project now spends 4.2 months in technical build and 7.2 months in governance and compliance work.
Enterprises that compressed the timeline below the median had three properties in common. They embedded compliance in week one. They treated audit infrastructure as a first-class deliverable rather than a post-hoc addition. They scoped the first agent to a single workflow with a clean handoff boundary, rather than attempting cross-functional automation.

The data points to three implications for technical leaders making AI agent decisions in the next eighteen months.
First, governance is the path to production, not a production tax. This represents a major AI governance business evolution. The CTOs who shipped fastest were the ones who embedded governance from week one. Governance does not slow projects. Treating governance as a checkbox at the end is what slows projects by six to eight months on average. The fastest path to production runs through compliance, not around it.
Second, the build-versus-buy decision has tilted toward custom builds for the decision layer specifically. Vendor consolidation predictions have not materialized. Enterprises are voting with their architectures, and the vote is for ownership of the part of the system that defines their differentiation. Platforms remain compelling for runtime, infrastructure, and table-stakes functionality.
Third, the 42-point gap between funding and production will narrow over the next two years, but the narrowing will be uneven. Verticals with mature regulator guidance (Fintech, RegTech) will close the gap fastest. Verticals operating under ambiguous regulator guidance (Proptech, AdTech, or those outsourcing to an enterprise marketing agency) will continue to stall on novel compliance questions. Tracking these agentic AI adoption trends is vital, and CTOs in ambiguous verticals should plan for production timelines longer than the cross-vertical median.
